Israeli Violations and prevention of works in two villages targeted by (UAWC) in Nablus District

In the cadre of the program "Improving livelihood in occupied Palestinian territories - West Bank" which is funded by Netherlands Representative office (NRO) and implemented by a consortium of five Palestinian NGOs, led by PARC, working in agricultural sector and rural development, some Israeli violations have been registered. These can summarize as follow:

Aqraba Village:
The continuation of Israeli repressive actions against the Palestinian people where in August 30th 2010, the Israeli occupation stopped the implementing organizations, UAWC, from working in agricultural land reclamation in 20 dunums belonging to Mr. Ahamad Mousa Abdel Rahman Derieh and Mr. Sa"ed Fares Mousa Derieh. The occupation forces put restrictions on working in this area and prevented work in agricultural lands close to bypass roads or roads used by Israeli forces in spite of farmers have supporting documents of ownership for these lands. To avoid any physical damage for farmers, UAWC worked in another 20 dunums in an area which was allowed to do so by the Israeli occupation. A week later, the ILA along with Israeli forces came and presented to the farmers an order preventing them from working in this area and ordering them to return everything they worked on, as it was before. The farmers refused to sign this order in order to complete their work with UAWC and continue land reclamation as they consider it an opportunity which might not be repeated with any other organization. UAWC continued working in these lands with heavy machinery and before it was completed an Israeli officer came and gave UAWC a 10 minute ultimatum to remove the heavy machinery from the site or he will confiscate them. The contractor withdrew from the site fearing that he might be held accountable. The farmers" positions are still the same and insist on completing the work even if it cost them their lives. The farmers continued working in these lands and finished from digging a water reservoir and insist on continuing plastering its walls in order to serve the land. They brought building materials on Saturdays since it is an Israeli holiday and in early hours to avoid clashes with the Israeli officers.

Furthermore, It is worth to say that the occupation forces informed UAWC to stop working on an agricultural road, 0.8 km in length and being implemented within the same project; located at short distance from the beneficiaries" lands mentioned above. The work area is on a main street where Za"tara intersection is linked with Jericho"s road close to the entrance of uwsarin village. Work has been completed quickly by heavy machinery in opening this road in order to avoid clashes with the Israeli army when they come. This road is vital for all Aqraba"s residence who own agricultural lands which is planted with olive trees on the other side of the mentioned bypass road. UAWC would like to bring to your attention that the farmers also have ownership documents for this land and the order from the Israeli forces did not prohibit them from finishing what they have started.

Deir Sharaf Village:
On Dec.1st 2010, the Israeli armed forces forced the retaining wall workers and a small heavy machinery driver to stop working in from working in agricultural land reclamation in 14 dunum land for 2 beneficiaries, Mr. Nader Tawfique Yousef Nasser and Mas"oud Tawfique Yousef Nasser. This land is targeted in the project of improving livelihood in the West Bank – Nablus.


The reason behind preventing them from working in these lands is because it is in area C which is under Israeli control. A permit from the Israeli authorities should be taken in order to carry out any activity in these lands. The Israeli forces asked the land owners to go to Beit Eil to discuss this matter with the civil administration while work is prohibited in these lands until they get an authorized permit to resume working in them. The farmers refused to do so and insisted to continue working there. Work is being done every now taking advantage of the days the Israeli forces are not present in the area, this caused the obstruction of work delay in completion. The Israeli forces are still coming from time to time to make sure that work is not being done.
